Of Semi-public Offences in general
From p. 20 We come now to consider Offences of the
second class of offences; viz. such as are of a
semi-public nature
Semi-public Offences of more delinquency are classable in the same manner as Offences against individuals. We come now in the second and last place
to such offences of a semi-public nature as are
offences of mere delinquency. These as has been observed
already + See Introd. Ch [Division of Offences] will follow the divisions arrangement
applied to offences against individuals.
Offences of mere delinquency, (It must also be remember'd) are either offences
against a neighbourhood, or against some other subordinate
class of individuals persons in a state. Why the law relative to them can not be given here in terminis. But
the circumstances of different neighbourhoods are different:
so also the classes into which the individuals of a
state happen to be divided are different in different
states. These offences must therefore be in great measure
of a local nature: insomuch that it will be
impossible to make any provision for them here which
shall be precise enough to be conceived in terminis.
All that can be done is to furnish some general
observations by which the nature of these offences
and the method of treating them may be elucidated.
