5 C Of Defraudment by false standards
1 Punishment . For being concerned
in cheating by false standards of weight or measure or by the
fraudulent application of just standards of weight or measure the offender's
punishment shall be as follows:
1. He shall be made to do public penance in a peculiar manner.

[(D) False Themselves] It matters not whether the standards in question were never
conformable to the public standard, or whether having originally
been so they have since been rendered unconformable ; as by filing away
a part of a standard weight, or of one of the arms of a balance, or
cutting off a part of a standard measure of length or beating in the
bottom, or putting a false bottom to a measure of capacity,. except All
the difference is that the criminal consciousness may more easily appear manifest in the
