Instructions to the Legislator
Here come in a multitude of different regulations
respecting the different wares and commodities the
which and works <add>different sorts of work which</add> may give occasion to this offence.
[+] [+] Examples of such regulations are found in abundance in the laws of almost all the modern nations of Europe. But the natures of the wares and commodities and works are in
use are infinitely diversified by the influence
of local circumstances. To enter into such details
would therefore be incompetent to the present
purpose.
Frauds also may be combated to advantage
in the way of indirect legislation: to wit
by regulations the object of which is to render fraud them
physically speaking, more difficult to practise, by rendering them more
at open to detection. Such are those establishing
particular weights measures, tests and other
standards, as also particular methods of rules and directions for applying them. These regulations it is evident must
be altogether as various as the others.
One expedient there is, the application which will admitt
of which is pretty extensive application.. it is obvious that
in regard to many kinds of merchandise , a fraud
practised in one instance affords a very strong and natural
