serve as a clue clue for the bringing to light
a multitude of others. This can only be done,
by giving authority to a proper person to come
upon the offender unawares and inspect the

Fraud is not the only means by which
a customer may be injured by a dealer; and The
same mis mischief may be produced more less venial means: by negligence: And at the same time that the discovery
or at least the legal proof of the offence may be to such a degree
may be so precarious that a simple compensation
may appear hardly to afford an adequate security.
A similar loss may be occasioned produced, to wit by negligence: by negligence of a dealer acting immediately for himself. by the negligence of a master dealer not
