Question I. ) Why a man is not made criminally responsible
for putting off bad Coin which he has innocently received ?

Reasons.

1. Punishment in this case would be groundless. There is,
in truth in fact no clear portion of mischief produced , no clear harm done by such a transaction: there is no all that it
other mischief produced harm done than what would must be without does is to shift it a mischief already produced from one
man to another. If having taken bad Money for good, you cannot put it off,
the loss is yours; if you put if off upon me, I suffer a loss it is
