Of Culpable Insolvency.
— and easy to break through. To compleat the confusion, the distinction between an
Insolvent who can be a Bankrupt, and an Insolvent
who cannot , may be broken down with certainty: but
then it can only be done by artifice and prevarication; and
at a great expence. Any man by getting two or three
friends to join with him may make himself a Trader
for the purpose: perhaps at any rate; certainly under a
system of Laws which takes care to leave every thing undefined.
Expence of enforcing the Bankrupt Laws. As to expence, never did a Commission of Bankruptcy
cost so little as £1 80: the greatest part made up of
expences palpably unnecessary : taxes under the name of taxes;
taxes under the name of fees for taking steps that are
of no use. The poor are not worth the consideration of the never worth considering.
Law. I forget: they are so in a time of Jubilee; for about
two or three months at a time: once in about five or Six
Years.
The above is but a very imperfect and but too favourable
