Of State-Tumults.
the interest of each offender to be instrumental in bringing
to Justice as many co-offenders as he can, in order to ease
himself proportionably of the burthen.
Persons fomenting tumults by inflammatory publications to be deemed co-offenders. If any one be concerned in composing or publishing any
printed or written publication in the intent of exciting a
tumult, and a tumult ensues, which appears to have
been excited or in any degree aggravated by the influence
of such publication, he shall be responsible as
well criminally as civilly as if he had joined personally
in the tumult.

otherwise be knowingly concerned in advising or procuring
any one to begin or join in any tumult; and a tumult
ensues accordingly.
Bribing a man to make public demonstrations of affection or disaffection an offence. It is a Misdemeanour if any man sollicits you by
Gift or Promise to shew your affection or disaffection for any
person on a public account, in a public manner.
So if you comply with such Sollicitation.
Reasons.
Tumult is one means of misrepresenting the sentiments
of the people : Bickery is another: besides that bribery when thus
employed is likely enough to lead to tumult. Any
