Of State-Tumults
in a tumult, whether they actually engage in it or no.
Engaging in a tumultuous Assembly is a Misdemeanour.
Method of Suppressing Tumults on the Spot.+ Altered from the English Act I Geo. I . Sla . 2. Ch. 5.
Constable to take the Standard Of avenging Justice. Wheresoever there is a Tumult or Riot let the Constable
as soon as he hears thereof repair forthwith to the spot,
taking with him the standard of avenging Justice.
— and display it. When he comes to the spot if he finds more than Ten
persons engaged in rioting he may display the standard in
view of the rioters, going as near as he can to them with safety.
Proclamation to be made. The Standard displayed let him make proclamation
with a loud voice to the following effect. Hear O ye People! People, give ear!
Thus saith the Law: give ear: On pain of death, depart in Peace.
Rioting after Proclamation capital . If, after proclamation thus made, any persons whether
more than Ten or not but within hearing thereof or within
sight of the Standard, continue rioting in the presence of the
said Constable or elsewhere more than ten minutes, every
such person shall be liable to suffer Death.
So, preventing Proclamation. So if any person in the intention of favouring the
said riot is instrumental in preventng the Constable for
ten minutes from displaying the standard or making proclamation
