Refusal of Trusts
of their actual varieties would be in so if possible practicable
be incompetent however to the present
purpose. So many
Trusts, so many possible occasions of compulsion:
so many possible offences of refusal. ][ What
to be said of this class of Trusts, will easily be
understood without express reference from what
will be said with relation to the next and only
remaining class, that of public trusts.
Public Trusts Stations of public trust are more particularly
stiled offices. To enumerate the several
varieties of public offices that are any where established
would be at any rate a very tedious and in this
place an unnecessary task. Thus much may be however
must have been already understood that the
business of the any given office if in any way it concern the
public must either concern either the the administration of justice, or the external
security of the state, or the public
force, or the revenue, or the national population,
or the national wealth, or the government, or religion.
The refusal therefore of the office may will therefore
according to the nature of the office be an offence
against Justice, an offence against the external
security of the state, an offence against the
public force, an offence against the revenue, an offence
