Observations
Dig. Sect.1. Art.14. Stat. 29.G.2.c.52.f.24-
The difficulty is is to of fathoming the design of the two last mentioned
regulations we have seen already. This difficulty
instead of being cleared up is increased by that which follows as well in the Statute itself
as in this abstract. According to the last of these,
so long as the license for a house continues in force
a man may come into it without certificate: but
let that term be run out but a day, then a certificate
is made necessary. If a man comes in the day after
the general licensing day, and has a twelve month
(all but a day) to stay before the next licensing
Day, so as the house was licensed on the day first
mentioned, his character is of no sort of consequence;
he comes in but the day before the ensuing licensing day, and has
but a day to stay, the proof of his good character
is indispensable.
[+] All this while it may have been observed we may observe that the mention of

Lastly, the provision regulation is defective in providing only
for one no more one change of occupancy during the terms, whereas
there may be twenty. The case of two persons dying in a family
within a year is surely not unexampled. This deficit I have thought
it proper to supply.
