no time, as it says not what time employd in drinking
shall be deemed continuance, and as nobody therefore could
know how to obey it or when to execute it, it does
worse than nothing.

In these regulations
If however they however are proper in themselves if fit to be established
anywhere all it is by then is nothing but what is fit to be established
in one place as in another. + Granting however that the regulations have spoken, are proper in themselves fit to be established, is by this is not the authority they need to establish them; nor this the penalty to arm them The Local propriety
them nothing legal in it. in them there is none. Nothing that makes
it requisite for persons acting as legislators in this
behalf for a particular district to consider whether
they be proper fit for that particular district or no: it is they are
fit for every district or for none. If proper to be established
at all, it is by the Legislature Supreme General therefore that
