I am at a loss to know, whether these words were put in
for make weight, or whether it was in the special
design to prevent the expence money being allowed by the person
persons who resolved upon the measure: if the latter

in order to give a power to a subsequent meeting to disallow by was the case, it must have been in the expectation contemplation that of a
subsequent meeting s might disallow the expense incurred
by the measure resolved upon by the preceding.
This must always be unjust, since the Attorney Lawyer
who has expended his money upon the good faith
should not be exposed to ...of the Trust, should at any rate be reimbursed: If
the remedy was, that the Fund should not be
charged with subjected to such an expense without due deliberation
& time given to the disapprovers to oppose
the measures: that therefore nothing a matter of this sort
should not be concluded on but after 2 meetings,
it might have been better to have said so: but
when once the measure was resolved on, has been commenced the proceeding
for the charges of it ought not to be subjected
to contingency.
