Preamble
Whereas the Laws for the general
Regulation of the Turnpike Roads of
this Kingdom are very numerous, and
in some Respect ineffectual: And whereas
the good Purposes thereby intended
might be better effected, if the said
Laws were entirely repealed, and One
Law made for carrying such Purposes into Execution:
Wherefore, for Remedy thereof, be it enacted by the
King's most excellent Majesty, by and with the Advice
and Content of the Lords Spiritual and Temporal, and
Commons, in this present Parliament assembled, and
by the Authority of the same, That it shall and may be Five or more Trustees for Turnpike Roads, at a General Meeting, impowered to erect Weighing Engines;
lawful [to and] for all Commissioners and Trustees appointed,
or who shall hereafter be appointed, by any Turnpike
Road within that Part of Great Britain called England,
or any five or more of them, at a General Meeting,
if they think proper, at any or as many Gate or
Gates, Bar or Bars, as they have erected or shall erect
for the receiving of any Toll [or Tolls,] or upon any
Part of the Road within their respective Jurisdictions.

ART. XIX

Observations.

I have said "frauds": for it is remarkable that, (whether it be by accident or by design) no cognisance is given Sect...Art..New [Sect. 6. orig.]
to trustees of any of the original offences against the provisions relative to these matters: but only of certain attempts # Sect.. Art.. New [sect. 6. Orig.]
to elude the penalties for those offences.

ART. XX

Any 2 Trustees, on the death of a Tollgatherer,may appoint another to supply his place, untill the next meeting + + Sect. ..Art.. New [Sect. 44. Orig]

Observations.

"Death" I would add "or sudden disability."
"place" I would insert "(& so toties quoties)"

ART. XXI.

Any 2 Trustees may by writing order the Wheels of carriages of Burthen
not exempted + to be measured at the Tollgates

Observations.

"All the Trustees" I cannot conjecture the meaning of
this word "all", or whether it has any. It is not
prefixed to the word "Trustees" in any other instance
besides this.

"Weighing-Engine" A Weighing-Engine including a Toll-
gate as a necessary part of it, there seems no occasion
for mentioning it.

SECT. IV 

Trustees impowered to order the fellies of all Wagons, & c. to be gaged.
And for the better discovering and detecting the Offenders
against this Act, it is hereby further enacted,
That it shall [and may] be lawful to and for all the Trustees
appointed or to be appointed by any Act or Acts of Parliament,
made or to be made for the repairing or amending
any Turnpike Road within the Kingdom, or any
Two or more of them, and they are hereby [authorized
and] required, by Writing under their hands, to order
the Fellies, of all Waggons, Wains, Carts, or other
Carriages, which are or ought to be of the Breadth or
Gage herein before directed and prescribed, to be measured
[and gaged] at any Weighing Engine, or at any
Turnpike or Toll-gate, erected or to be erected upon any
Part of the Turnpike Road in or upon which such
Waggon, Wain, Cart or Carriage respectively, shall
travel, pass, or be drawn.
