Expedients for satisfying the desires of the irascible
appetite. Expedient 1. Providing adequate redress
for injuries in general.
The main and most obvious use of
this part of the care business of government
In providing redress for injuries the
interests which are principally and most obviously
in view as far as concerns the particular individuals in question are those of the party to whom redress
is given. But in this arrangement the wrongdoer
himself may also find his account. Suffer a an angry man
to be the avenger of his own injuries, and he
knows no bounds to his revenge: give him what
judging in cool blood you deem an adequate satisfaction
forbidding him at the same time to take more,
he will sooner accept without hazard what
you think fit to give him, than become himself expose himself
obnoxious to the law to the censure of the law in attempting to get
more. From the measures that are taken for
providing redress a collateral benefit is therefore
deduced, that of preventing retaliation. Covered
by the wings of justice, the wrongdoer transgressor himself
after having expiated his transgression, enjoys in full derives
all he ought the benefit of finds safety in the protection of the law.
