In this Resolu the provisions represented proposed in brought to view by this Resolution
and the four next, a remedy is undertaken to be applied provided
to all mischiefs inconveniences of which misconduct with or without
censurable blame, on the part of a Court below subordinate Court is looked to as the
cause.

By way of As a necessary preliminary to the remarks I shall
have to submitt to Your Lordship on the measures here
proposed in the character of remedies, permitt me to submitt
to Your Lordship such notions conceptions as I have been
led to form concerning the nature of the disorders diseases to which the constitution
of a subordinate Court as such is subject, and thence concerning
the p as to what may be improper and proper and improper
in the character of a remedy.
