Oh but (says somebody) are you can you then be serious, in seeking
to subject the official conduct of offic to any such this same
 such uncustomary minute, severe, impractical; such uncustomary.
such novel, such speculative tests? - - And is there then (say I) any thing of novelty in
them? It must be thus, because in proportion as the
late government of tongues were to be tied by subjected to any
 close and effective scrutiny, it would be found that
 very feature of ceremony, of sound reflection, of 
 forecast—of economy—of order—if consultancy was 
in like manner strange to it: that what was done tolerably (as
 under the worst of administrations in this country especially, the bulk of things
 will be done tolerably) was what would have been
 done as well by any body else:—that the impossible 
opulence of the country—the spontaneous
fruit of the constitution and the laws—was the true source of whatever was real
 source or of the  manifested merits successes of finance: and that
last title of the ostensible  /man at the head of things late chief to notes and statutes,
 would be found to be composed of round the positive
merit of round , added to the negative merit
of whatever mischief was not done, by the incapacity
 of his prompters and his chief instruments.
