XV. Candour and public spirit manifested in the American 
reforms. 
Not only the nature of the reform and the success which 
 crowned it, but the external  circumstances that merited this risk, 
and progress and result of it, have their claim to notice  observation 
 The historians will think for themselves, and, in 
the way of comment, little will need to be added by 
the  transcriber, to which the candor those which, 
to be of any practical use, must be made by other
