robberies or burglaries or predatory murders in numbers
which in Paris under the irreligion of a crime of violence is almost without
example?

12 Ask why the power of pardon is vested in the hands
of every Attorney's Clerk who has an int instrument of
accusation to draw up?

13 Ask why England is pointed out at by every nation upon
the continent, in Europe and even in America as a country without police?

To all these questions the answer given will be, if it
be the true one: that the Mother country is yet to seek
for that wisdom which has been shown forth by her own
babes and sucklings.
