No 2 p. 300 July 1793 "Spirituous Liquors" in "Notice" (by the Lieutenant Governor)
"that any persons attempting to sell liquor without a licence
"might rely on its being seized, and the houses of the offending
"parties pulled down."

Proof of the utility "Several of the Soldiers had .... disposed
of the sugar and tobacco served out to them.... . artful people
had bartered [with them] a bottle of spirits in many instances for
six times its value.

Proof of illegality. Same observation as in No 1 in regard
to the denomination of the officers by which the licence is to be
given together with the necessary formalities se: besides that in
Great Britain it is only malefactors and not Governors that pull down other peoples
houses, except because mig on some such occasion as that of saving
neighbouring houses from fire.

No 3. Spirituous liquors p. 449 18th Jany 1796. "The Governor ...
"forbad all persons — so to distill spirituous liquors ... on pain of
"such other steps being taken for their punishment as would
"effectually prevent a repetition of so much dangerous an
"offence." [The mystery of disposition being is here preferred to the certainty
of law.] "In pursuance of these directions as (pursues the text) several stills were
"found and destroyed." By this practical comment the mystery
was unravelled.

Proof of utility "For a considerable time past they ("some individuals") had
"been in the practice of making and vending a spirit the
"quality of which was of so destructive a nature, that the health
"of the settlement in general was much endangered." No scruples
being ever entertained about legality or illegality — given that
had the Governor been doing "for a considerable time past." Another
to add to the thousands of proofs of the necessity of close inspection
and the impossibility of it.

Proof of illegality — Same as before p 1 47. "Some
"individuals formed the strange design" (says Captain Collins) of making
application to the Governor for his licence to erect stilts in
different parts of the settlement. An enquiry is approved" — as
above
