Suffering the necessary
causes
against drunkenness
to go tainted with
illegality was an
additional & particularly mode
of encouraging it
over and above
the general encouragement
afforded by the
maintenance
of the Colony.
I had the honour of stating to Your Lordship on a on the former occasion,
with what indefatigable perseverance, to oblige a pious Lord by whom he has been so well paid also paid him
with public thanks, Mr Pitt had been giving gave encouragement to encouraged drunkenness. What I
could not state on that occasion, was—the precise nature and degree of the
encouragement thus afforded them to drunkenness to that source of universal wretchedness. It was not
merely in by keeping up, and in spite the truth of conviction, a
government sort of political state, of which, a man to Montesquieu
(or any man in whom wit without meaning sat so gracefully
when it might be allowed to speak of government with as
as or little meaning as Montesquieu) might have said say
that it had drunkenness
for its principle—it was not merely in this loose and general
way, that Mr the grand declaimer drunkenness was thus then encouraged
drunkenness
<add>by him— it was by his having so ordered so ordering matters, that of (supposing
the true state of the Colony in point of law
known in
the Colony to be any otherwise than a dead secret in the
Colony) nor on the Governor neither the Governor nor any
body else should have it in his power, without divesting
himself ruin to certain to ruin (as far as certainty can be predicated of law)
in the operations of the law) no man in authority in short should, without
becoming himself a malefactor— have if in his power so
much as to attempt to oppose to this vice, even such men such public
barriers obstacles, as the situation nature of the settlement rendered left it
possible for him to oppose to it. Mistake me not my
Lord: I do not say that the heart of Mr
Pitt was made positively glad, by the poison swallowed
by these wretches in N his improved Colony,
all I mean to say is—that he cared no more for sobriety
than he did about public money, in comparison of the
accommodation compliment which

nor caring any
thing about law.
