Covered from head to foot as the whole system is with
the marks of incapacity and ignorance, it is not
in the power of Mr Pitt upon the present occasion
to take refuge in any such plea. than any more than in any other subterfuge Howsoever it might
have been in 1786 and 1787, in 1794 at least the
