and incongruities that are sometimes are <add>we see</add> thrown up by it! — that to
 such a law it should ever have happened to be delivered one of 
a tort by such a treason! that to my lot it should ever 
have fallen thus to return good for evil: to such most noble personages! that it should be
 his Grace's lot to see his project converted into a plan, and 
by the very man whose plan, in tend thus been converting into a project! converting it at the expence of so much 
pains (character on such an occasion at such a height, is scarce worth 
mentioning) whose plan, at the expence of so much pains exertions 
I say my Lord , at the expence of an unusually self-regard
 better, he had thus been converting into a project!  
 better not to mention subsequent exertions, as to or negative 
acts of equally strenuous exertion on the part of Right 
Honourable Colleagues and noble successors. — he had thus been
 converted converting into a project! at 
To preserve the fr expence or petty interest of the 
moment at any price, by such expedients and in such words
 as come uppermost — such might have been expected to 
be the plan of some heads working in such situations and 
with such tools. But in the present instance, deliberation 
had been sitting at this time for two months upon official brows: to
 which two months were added afterwards above five months 
more, before the letter was hatched still more  in the which Your Lordship
 has already seen — the letter authorising calling upon me to double the 
agreed expence for building, of building, that gentlemen might have 
to say to Parliament I had increased my terms.
