Upon the principles I have thus ventured to point to,
on In the improved local prisons in question, one drawback from the goodness
such of things I mean as
present or future, are drawbacks from the goodness
of the economy — one great drawback and that an unavoidable
one — is the smallness of the scale.
Another is the
shortness of the term which, in these receptacles for petty offenders, the imprisoned hands have to
learn the business in, and afford a compensation, for the
time and materials consumed in work without profit, during
the season of primaeval awkwardness.

Under these disadvantages, I can not look upon it
together with that which results from the differences between the par value wages of labour,
as compared with the expence of maintenance, here and in America,
I should not expect to find it within the compass

without surprize that in some instances within my reach

I beg leave to stand excused from the thankless labour necessary
to speak with certainty) I verily believe should much expect to find Dorsetshire, even
with the Blackburn millstone about his neck would be
found to stand above New York.

System can not
be made so clear
in the local prisons
as in the State
prison at Philadelphia
especially as the

In these home instances the grand misfortune is, that
in regard to the main object — the object with which is the main object reference to which example
in respect of the decrease of crimes, the practicals that requite
and reformation itself themselves are but as means to an end — I mean the decision
which is the ultimate and only intrinsically fruit
of crimes and the true measure of the utility of the system as the the ultimate
<add> and to </add> way of reformation and — example and with reforms to which in respect to this subject and almost only
valuable
that the ground that
of these local
prisons as that
reformation and example are but as money — circumstances
do not admitt of as their affording such any such rates factory
proofs of their efficacy as in
evidence as the more favourable situation of the Pennsylvania <add>the Philadelphia prison
may be and have been — why? because the
enabled it to afforded: the good effects of the discipline of these good
