Panopticon Bill Settlement
the lightening of such burthen as far as in him lies and that not only by 
 taking measures in as far as he shall by Law be enabled for deducting from the 
 pay every such Metasylum man or woman who shall have a family such part
 as can and ought to be spared for the maintenance of such part of the said family
 as would otherwise be chargeable but also to take upon himself exclusively the
 charge of maintenance of maintenance in respect of every such family which shall 
 chance to be unprovided with any known settlement as aforesaid. And whereas
 in exoneration as well as of any such Parish where the said Metasylum may come
 to be situated as of all other Parishes throughout England the said intended Governor
 hath also offered and by the said Superannuation Annuity scheme will be more
 or less enabled to make provision for all such Metasylum men & women themselves, 
 to with not only during the time and on condition of their earning such their
 maintenance but also in the event of their becoming either for a time or for ever
 incapable thereof. And whereas after all that can or ought to be done by the said
 individual in the premises a charge may in respect thereof remain to be borne by
 the respective distant Parishes as aforesaid. And whereas although in divers
 instances the place of Settlement of such Metasylum man or woman and thence
 of his or her family or the chargeable part or parts thereof will have been already 
 ascertained (inasmuch as before the opening of the said Metasylum and during
 the abode of such Metasylum man or woman in the said Penitentiary House
 his or her family will in and by the proper Parish have been habitually relieved
 or maintained) yet in other instances (either by reason that no part of such 
 family hath as yet become chargeable or that such man or woman hath had
 as yet no family) the business of ascertaining such Place of Settlement will unless
 timely measures be taken before hand be at a time when any such charge
 may take place an operation as yet unperformed: whereby such single Parish as
 aforesaid might on the sudden find itself charged with a heavy and growing buthen,
 and that not only in respect of the maintenance of such chargeable persons
 but in respect of the charge of proceeding at Law for the exonerating itself at the
 expence of the several other Parishes supposed to be chargeable, from which several
 burthens it might not for a long time have been able to obtain full relief. Therefore
 for the better and more timely ascertaining of all such unascertained
settlements
