SS. 4 Earlier Symptoms Rose

From the very first - so far back as the spring of 1792-
the judgement of Mr Rose had been in favour of the Penitentiary
system, according to my modification of it. I say, without difficulty,
his judgment: for as there was nothing in the plan, or
about the Author, that could take hold of the Honourable
Gentleman by any handle either of interest or affection - it
must have been by his judgement that it had taken hold
of him and nothing else. On the perusal of my proposal,
the same in substance as that which is in print in the
28th Report of the Committee of Finance, "it was the most
taking plan" (he said) "he had ever seen in the whole
course of his life". These were his very words, as reported
to me at the time by a Gentleman to whom they were
addressed. From that time forward he had at different times-
and at considerable intervals of time- taken part on one
occasion or other in relation to the business. Sometimes he
would take it up: then, on a sudden without any reason
assigned - or any cause that it lay within my reach to
bring to light - drop it altogether - and thus abandon it to
Mr Long. As often as he did take up the business - and for
so long as he continued to up uphold it - the complexion of it
was as opposite as possible to that which it were while in his hands
of Mr Long. No difficulties - no obstacles - assistance, not
granted only, but volunteered: access, not merely submitted
to at ordinary times - but offered (though in saying offered
I must notnot in every instance be understood to mean afforded)
for extraordinary ones. Whatever would have been done by
Mr Rose if any thing had been done by him would (I
make no doubt) have been done quickly: none of those
symptoms of conscious helplessness and peevish distress, of
which the progress of the narrative will exhibit such
abundant exemplifications and which in default of design might
