To render the manifestations, made in the course of it, intelligible, I Rose
know not how to avoid troubling your Lordship, in this place:

I observe by some orders from the or Finance that
among the subjects they are about to enter on the consideration
of the expence of the Convicts which I am extremely glad of for
various reasons - I think you may with perfect propriety lay
before then the whole of your plan;they may perhaps think
themselves confined to the expence only of the system - but
the difficulty might be got over by a special any
event it is competent so then so consider of your
for taking care of the Convicts in the Hulks- I have always
wished to the measures proposed by you of solitary confinement
& in difficulties have about
it: the one you last mentioned I could not foresee. If
the Committee can be prevailed with to take up the business
the public would be satisfied that it should either or

sure their opinion would have very great weight as it
ought to have:
