And of whom was this pretended public composed for Rose

"Public" who
the satisfaction of which this claim of a pretext for
breaching the public faith so solemnlyplighted pledged
by Parliament was to be employ'd - Since
two or three, or, at the most some four
or five or sixnameless, and self-concealing individuals, who, corrupted
by one of their own number, and perverting
to private purposes the influence given them
by official situation, had entered into a
scent conspiracy
confederacy against the authority of
Parliamentthe Legislature, and had since been suffered
their being, by the negligenceinattention of the real
public, to trample under foot the
acts of the legislature, as well as the
known and indisputed obligations of moral
honesty and justice? - pretended a public thatwhich
would have been satisfied ofa <add>handful</add> of lurking and whispering conspirators, who, had their conspiracy
been crowned with success, and the
plan been "given up", [+] and an Act of Parliament the public faith definitively broken [+] the public faith
definitively
repealedannulled by a self-erected fourth
estate, would then indeed have been satisfied - but
which as assuredly would not behave been satisfied,
nor have at any time been to be satisfied, at
at any other inferior price.
