SS4 Earlier Symptoms Rose
Compose this plan of in reduction with Mr Pelhams's
time of the co exoneration immediate: expence, either
nothing or (1 per Cent upon)one hundredth part of the capital of the mass of
Annuities reduced.
Th continuance of the burthen in toto for one
year: as to half for seven years longer: expence
by continuation of the burthen as above £2, 593,158:
between 1/22 and 1/23 of (about 4 1/2 per Cent upon)
the capital of the mass of Annuities reduced.
To render intelligible the conversation by
which it was announced it will be necessary for
me to recite the following letter
Of In the proposal contained in this letter, Your
Lordship may observe threefour points.-1. That the occasion
which gave birth to it, was - the delay, of which I had
been the victim, not the author:-2 that it included
no compensation for my loss of time, an injury then a delay, then at that time of almost
five years standing:-3 that it added another required
no addition to the expence public expence. the fund fornothing but
the necessary advance beingand the fund for which it was/a mere advance, for which I would have allowed interest no other than the superfluous
part of the allowance made, under the Honourable
Secretary's management, for the prisoners on the Hulks:-
4. and that, to as an effectual bar to
the continuation of even that superfluity, [+] I had been [+] by any design or
even want of exertion
on my own part,
careful, of my own motion to fix a time for the apation of it: viz:
at the end of so short a period as a twelvemonth,
commencing from the a day, the acceleration of which
would depend upon the exertions of the Honourable Gentleman himself; viz:
that of any put in possession of the ground, for the
Permanent Penitentiary House.
