Thames Police Bill
§ 1 Preamble
And whereas it amongst other devices has become a common
practiced among by persons concerned in committing the commission
of such depredations on the furniture & cargoes of Vessels by means
of Boats which, under various pretences they keep are kept hovering near arrived to roundabout the time it has become a common practice to stow [ large quantities
of] sugars or other such articles as they
can find means to lay hold make prey of in large
quantities in or about their persons and for to
that purpose to provide themselves that extent to cause provided with large
and loose habiliments specially adapted to that
purpose [ as also if at any time they and moreover
find themselves to be detected or in dan imminent they apprehend themselves if at any time [+] they apprehend themselves to be in of imminent danger of detection
danger of being detected with goods
stolen or unlawfully come by and stowed for
the purpose of being carried off and on board
of such Boats ] to throw any such goods
overboard both and for the purpose of preventing
any person from being able to give
sufficient evidence concerning the same And
whereas it is also a practice among evil-disposed
persons being owners of Boats to let
the same for the express purpose of being employed
in such depredations as aforesaid, and moreover upon such occasions
on account in contemplation and consideration of the risks to which they stand
already exposed under the laws in being to
require and take from the hirers of such boats
an extraordinary price and frequently [ moreover to stipulate
that] for the better protection of such boats
against such risk to stipulate and agree that in the case of
event of debate and pursuit imminent
danger
