In such a case like this, even destruction would
be better economy than donation or allowance
it would be better economy to destroy the spillings
altogether than to give them or to or suffer
them to be taken by any of the individuals
who are occupied in or in the neighboughood of
the spot in which they take place. But there
is a course still more favourable consonant to economy
than destruction, and that is to take measures secure and
for the collecting of appropriate such spillings to the use
of the general fund out of which they came
and to take the requisite measures for the collecting them
for that purpose. If the quantity thus collected
should not prove sufficient so much as to pay defray
the necessary expence of the salaries paid for
the collection, this economy would not be the
worse in that account: since the same persons
who were employ'd in collecting the remnant of
the natural waste, would be employ'd at the
same time in the prevention of the factitious
waste, and a small portion of the same allowed
to both functions could be sufficient for the
