the difficulties of unremitting depredations and when committed to
establish by means of a Strong and efficient Civil Force a ready &
immediate means of dettection and punishment so as if possible
to cut up the evil by the Root by a combination of Regulations
conducted under the authority of the Law & tending in their operation
to that particular object.—

With this View it is humbly proposed that there

Shall be 1st. — One superintend Magistrate who shall occasionally
sit in Petty Sessions and under whose directions the
Plan shall be carried into execution in all its Parts
and who shall act gratuitously.

2nd That there shall be one local Magistrate who shall
be in attendance every Day (Sundays excepted)
for two Hours in the forenoon and one in the
Evening except when a press of Business shall
require a longer attendance and who shall be
allowed for such attendance out of the fund to
be raised by the Committee a Salary of (per

3rd That a Solicitor shall also be paid out of the
same fund for conducting an managing all
prosecutions, an annual allowance in full

4th That a Clinck shall also be paid out of the same
fund besides Appartments in the Office where
he shall be constantly resident & Coal & Candle

5 That two chief Constables shall be appointed
and paid out of the same fund each Salary
of £100 per Annum — — — — —200

6 That 100 fit and able Men be ultimately
employed as Constables having warrants
for that purpose from the Trinity House untill
duly constituted by Act of Parliament and
to receive a Salary for the 5 Months they are
employed £10 — each besides what they may
receive as Watchmen in rotation from the
Owners of each Ship discharged and also the
premiums and rewards to be paid out of the —
