Besides the Judicial Functions applicable to this institution
it is proposed that the Marine Police office shall form a
Centerpoint through which Medium Registered Lumpers shall
be assigned to each Ship on her Arrival for the purpose of unloading
the Cargo with Dispatch and that Species of Security against Pillage
and Plunder which at present does not exist; for the purpose all
fit persons who can produce a Certificate of Character and who
can give Security for a small Sum will be entered upon the official
Register either as holdsmen or as Labourers at the Capsten according
to their experience or qualifications and those of a Superior Class who
have the best recommendations and who give a higher Security
will be Registered as Foremen of Gangs and will be entitled to
higher Wages on account of the responsibility that will be attaches
to them
