Immediately on a Ships being reported, it will be the Duty of the
Owner to Register her name the Cargo the name of the Master and Mate
and the Port from whence she came with her precise discharging Birth
in the River — at the Marine Police office with the Day and Hour
when the Discharge commenced and the number of Holdsmen and Capsten
men that will be required which number with a Foreman
will be taken from the Register in Rotation and their Places of
Abode being known an Order will be issued by the Clerk to the
Foreman to Rendezvous his Men and to proceed on Board on the
Day and Hour appointed and there to put himself and Men under
the direction of the Officer commanding the Ship for the Time
being; and in cases of Sickness or absence of any of the Persons
appointed on a Report being made to this Effect the Same will
be noted in the Registers and other appointed immediately in their
Stead — it being always understood that the rotation of Lumpers
shall be strictly followed up as it comes to their turn and no
Gang employed a second time until the Register is Exhausted
and then the rotation to go on, as at first in the order or Date of
the first Entry in the Books of the Office. And that it may
become an Object to Good and proper Men to come forward
it is proposed that there shall be an addition to the former nominal
pay & that each Foreman shall receive Per Day
each Holdsman — — — do

And that the Lumpers over the former Wsges shall be applied in the
Purchaseing + of the Provisions which shall be cooked on Board or sent on
Board Ready Dressed it being an indispensable Rule that no Lumper
shall be permitted on any account to go on Shore to Meals or on
any pretence whatsoever till the Evenings under the Penalty of forfeiting
all Wages due and of being deprived of the priviledge of being a Lumper
and struck off the Register — Neither shall any Lumper under the
same Penalty be permitted to wear Trousers Jemmies or any
Dress having large Pockets but shall come on board + in a close Jackett
and Breeches and shall be furnished where necessary with a Frock
and Trousers to be taken off on leaving the Ship every Evening
and it shall be the Duty of the Constable acting on Board for the time
