to search each Person whether Lumpers or Coopers or even Revenue Officers
if any appearances tend to excite suspicion at the moment they are ready
to depart from the Ship and to seize and detain without respect of
Persons all who are attempting Clandestinely to carry away Sugar
Coffee or any part of the Cargo.

+ As soon as one or more Ships are under discharge precepts
will be issued to the high Constables Stating their names and discharging
Births with the Names of the Captain and Mate and also the names
and Places of Abode of the Foremen and Lumpers assigned to each Ship
and the Constable appointed as a Stationary Watchman and on
receiving such precept or precepts it will be his duty to Visit such Ship
or Ships in the Daytime to see that no Boats are hovering Round
for improper purposes and to go on Board each Ship with the relief
Guard to change the Watchmen every evening after the work
is finished from Ship to Ship so as to prevent connivance and connections
being formed and also to receive Prisoners (if any) detected
with Sugar or other Goods for the purpose of carrying them before
the Magistrates at the Marine Police Office to be dealt with as
the law directs.


At the same time (especially +) if many Ships are discharging
it will be the duty of the high constables of each of the two
divisions - upper and lower to detach Men well armed being
Officers of Justice under their Controul to the different landing Places
on each side of the River in their respective districts and near
where the Ships are discharging for the purpose of searching and
apprehending all persons upon whom Sugars or other Goods shall be found
and to report every occurrence in writing to the Sitting Magistrate
on the following Morning producing at the same time such
Persons as may have been apprehended and such Sugar and
other Goods as may have been seized during the preceding Night


+ Rules and orders shall be framed for the high & petty
Constables who shall be Men in all respects fit for the Duty
assigned them and for the due performance of which they shall
find security in a moderate . None shall be appointed who
