and who will not bind themselves to perform the various duties assigned
them before they are worn into office and have the Oath of Fidelity
administered to them.
It will be the duty of the Clerk not only to keep
a register of all Lumpers and Constables with their Places of Residence
but also of all persons who are known to be concerned or in the habit
pilfering Sugary Rum and other Articles wither on a large or
small scale or who have been convicted under the Bumboat Act
within the last six years or who have been suspected to be receivers
of Articles Plundered from ships in the River, which
Criminal List shall be arranged Alphabetically and shall as
far as it can be obtained contain the Names, Places of abode and
description of every delinquent or suspicious Person with a
Specification of the Offences committed and the Punishment
inflicted in cases of conviction; and Register (which may be
demonstrated the Secret Criminal Register) shall be regularly
posted and kept up so as to detect all persons applying to have
the privilege of Registered Lumpers who may have been
Guilty of crimes, and may wish for such a situation for felonious
purposes and with a view to the corruption of more
who are yet innocent.
The Chief Constable shall be furnished
with a large silver plated Staff of Office
with each a Hanger and two Pistols of a
Superior kind
The 50 petty constables shall have each a Staff of
Office of Brass and shall be furnished with a Hanger and pair of Pistols.
Each chief constable shall have a six Oar'd Boat
or Wherry for the purposes already explained with
Liberty to hire extra Wherry when any emergency
shall require an extra force.
