sketch out what according to his view of the matter
would form a proper and sufficient basis
for the application in question; and in return
he has been kind enough to convey his sentiments
in the subject in the form of a string of redactions
such as appear to him to adapted to the
purpose
A further remark of his was — that when
the only reward a man in office expects or can
receive for his exertions in the public service
consists in an acknowledgement of the success of these
exertions, that if those exertions have been attended
with success
On looking at the Minute of 30th Novr his observation
was that the epithet useful annexed
to the word institution and coming dropt in as it was
by chance at the very end of the Minute did not
by any means according to his view of the matter
come up to the purpose: and that an approbation
conveyed expressed thus obliquely and as it were
casually, and contained in a Minute which was
neither addressed to his Grace, nor even made public
in any shape, was not the sort of document
proper on such an occasion to be produced to his
Grace
