3. Compassing divers objects ((viz: Police, Rivermen,
and Statistical Information
subservient to National
Defence as well as to Political Economy) at once:
i:e: by one and the same set of measures; and
thence without more expence, (whether in the
shape of pecuniary expence, or of unavoidable
vexation) than would have been necessary for one
of them alone. This topic was started in
Mr Colquhoun's work abovementioned, but remains
to be presented in some additional points of view.
4. Employing, for the inspection of all the various the several
classes of persons however various, included brought under
the inspection, with or without control, one and the
same system of Inspectors; and thereby lessening reducing the
field of inspection, and thence increasing the facility
of the task to each Inspector and the degree of perfection with to which it may be
executed, in by every one of in the nature of execution of it may be carried.
