Heads of the Police Bill

1. Classes secured
regularity and promptitude to, all parts of this
United Kingdom, by an a permanent authority, which, in consideration
of the continually-accumulating body fund
of information and expression so collected and preserved, might moreover
stand charged in an especial manner with
the duty business of devising, suggesting and reporting to his Majesty in
Parliament, and if mentioned thereby, carrying
into execution and effect, and from time to time
marking out for further improvement amendment
and improvement, all such measures as there forward may
from time to time have been taken for the more
effectual prevention as well as chastisement of
offences.

in Parliament such measures as may to them
shall appear most in any degree conducive to the more effectual
prevention of offences [and transgressions
against the Law] and the furtherance of the
ends of penal Justice.
