to the amount of 28lb weight, all in
the whole if any one person, or
number of persons in partnership,
at any one time) and
for the purpose of being sold for
making into paper, any

refuse or second-hand materials
commonly used for the
prepar making of any kind of paper,
and in particular any
kind of cloth or piece-goods
in the state of rags, whether the
same be of Flax, Hemp, Cotton
Wooll, Silk or any mixture
of the said materials or any
Cordage, known by the name of Handstuff,
or any of the aforesaid materials,
