And be it further enacted that no licence
shall be granted to any person at such firstor time of licensing unless such person
or else of three or four reputable and substantial
Householders and Inhabitants of the
"Parish or Place" where in which such intended place
"of trade or occupation is situated, "setting forth
"that such person is of good fame and of sober
"life and conversation: and it shall be mentioned
in such licence that such certificate was produced,
"otherwise such licence shall be null
and void:

and previous to the granting of
every such licence at such first general time of licensing
it should and may be lawful to and
for such Commissioners and Justices respectively
to examine upon oath as well the party
applying for such licence, or his intended Surety
or Sureties as aforesaid, as also any such
other person or persons as it may appear
proper and necessary to the said Commissioners
and Justices respectively to examine, for the
purpose of ascertaining whether such party
be a person of good fame honest and <add>and sober life and reputation and fit in that behalf to be admitted
to enter upon or continue in the exercise of the occupation in
respect of which he or she is desirous of taking
out a licence.
