Correspondence
of the Board
excused from
Postage — Provision
against
abuse.
Provided always that no letter or packet sealed and directed
or endorsed as aforesaid by authority of the said Commissioners
shall contain or enclose any other letter or packet directed
otherwise than as aforesaid nor shall any letter
directed to the said Commissioners or the said Board
be opened but at a Board held by the said Commissioners
in which case the same shall be publicly
read with m or by some person appointed for that
purpose by the said Commissioners in the presence
of some other person also appointed by the said
Commissioners, the contents thereof being read aloud in both
cases and if in any letter or packet so sent there be contained
any written or printed paper or other article whatsoever directed
to or intended for any one of the said Commissioners
or their officers or any other person
whatsoever the same shall not be delivered <add>or communicated to any such person, but shall</add> be and sho therefore become
the property of his Majesty and as such
shall if the person by whom the same was sent be unknown remain under the custody and at the disposal
of the said Board: [+] + [+] but if the such person be known, then the said Commissioners may cause the same to be returned to such person by under an the Post but under an additional cover and without dir not directed in such manner as to be free of postage: and if any every person sh who
shall for the purpose of causing any letter or packet to pass free of postage shall presume to direct the same as from the said
Board otherwise than as aforesaid and so to deter said or who shall
: presume to deliver or communicate to any individual any letter or packet Board register No every letter received & sent on each day — Quere if in the Bill?
or any ra directed to and received by the said
Board as aforesaid shall suffer as is appointed
in and by the Act of the fourth year of the reign
of his M present Majesty [+] [+] for the prevention of frauds and abuses in relation to the duty of Postage is appointed in case of any of the frauds
or abuses practiced contrary to the said Act: therein mentioned and every
person who shall to counterfeit for the sake
of causing any such letter or packet to pass free of
postage or for any other unlawful purpose shall
counterfeit the handwriting of any person so appointed
to direct letters and packets by authority of
the said Commissioners as aforesaid or any stamp
made in imitation of such handwriting shall suffer in such manner as is appointed in case of the counterfeiting of the hand writing of any person in and by the said Act.
