The Functions of the Commissioners are of a two fold
nature Revenue & Police & are detailed as follows:

1 To Collect the foregoing 19 Branches of the Public
Revenue and all others where Regulations may be found
necessary for the prevention of Crimes or wherever such
Revenues shall attach to Persons or Dealers who in their
Intercourse with Society are in the train of encouraging
either directly or Colaterally transactions of an immoral
fraudulent or mischievous nature namely.

1st Hackney Coaches for the purpose not only of exercising
all the functions of the present board of Commissioners
of this Revenue but also for the better regulation
of these Coaches whith respect to cleanliness and good
repair likewise with a view to the prevention of Roberies
Burglaries by a better regulation of Night Coaches &
by a more correct attention to this important Branch
of Police which produces at present Nott £23700 but
which by an additional far and consequently an additional
duty on Licences of Night Coaches might
be made to produce Yearly —— — £30, 000.. - .. -

2nd Hawkers and Pedlars for the purpose not only of
exercising all the Functions of the present Board
of Commissioners of this particular Revenue but
also for the better regulation of those Dealers so as
to prevent them in a greater degree from being the
Medium through which Stolen Goods — Smuggled
Articles and base Money are introduced into the
Country and to extend the Licenced Duty to a
great number of smaller Dealers called Duffers
and petty Chapmen who carry small Boxes of Hard
Ware to the Country without any Licence and whose
chief object is to pass base Money. — The present Licence
Duty amounts Not to £5076. — but if new Regulations
were introduced and extended to Scotland
where the same protection is required and would
prove beneficial to the Revenue and the Country
it is possible that the Licence Duty might without
any prejudice be extended to the yearly Sum
