4th | Auctioneers for the purpose of excusing all the functions of the Commissioners of Excise with respect to this branch of Revenue, which for various which could be assigned might with great advantage to the Public be Removed to the proposed Board of Police Revenue in as much as it seems to fall within the description of those Branches which require to be put under regulations beneficial to Good Morals and calculated to prevent Frauds by a minute attention to that Class of Auctioneers who sell the Unredeemed Pledges of Pawnbrokers & also by keeping a Watchful Eye aided perhaps by some legislative Regulations on those Miscreants who may be denominated Diurnal Auctioneers & who with the assistance of Barkers Buffers & false bidders often cheat and defraud innocent People of the Property. This Revenue may be increased by an advance on the Duty on Licences to double its present Amount which would never be felt at all £ 114,000 |

6th | The Lottery for the purpose of exercising all the Functions of the Commissioners of Stamps with Respect to this Branch of Revenue which certainly is more an object of Police Regulation than any other in as much as a particular degree of Vigilance is necessary to prevent the enormous abuses which originate in the Lottery under the present System but which might be prevented under new regulations aided by the Vigour and energy which would attach to the General plan of a Police Revenue Board under whose guidance it might even be possible not only to Lessen the enormous expense of the Lottery which amounts to no less than £ 14,000 a year but also to increase the profits which according to the Report of the Finance Committee amounted Net Money to in 1796 £ 264,751,,-,,- but by other management at least 5000 £ out of the 12000 £ expended in drawing &c . . so as to Yield |
