In addition to these various branches of Revenue
which seem to be proper to transfer to a general Police Board for
Collection & Regulation the following new Sources are proposed as proper
Objects of Police Regulation & as calculated at the same time to
produce a moderate Revenue applicable to the General expences of the
Police establishment — Viz

Slaughtering Horses & other Animals not used as Butchers Meat for the
purpose of exercising the functions of the Quarter Sessions of the Peace
and the Parochial Vestry's in the Licencing those who carry on this
Trade and in appointing Inspectors and also in carrying more
effectually into execution under a better System of Police the Act of
the 26 Geo: 3rd Cap.t 71 relative to this mischievous class of men through
whose medium aided by the loose manner in which the Act is
carried into execution it is to be apprehended that great abuses
prevail in concealing & slaughtering Stolen Horses & other Animals.

It is not possible to ascertain how much Revenue could
be drawn from this until some more correct information is
obtained as to the number of Licences at present granted & the extent
of this new Branch of Trade. — It is believed to be extremely profitable
& likely to afford such a Licence Duty as would probably produce
Per Annum — — — £1000

Livery Stables. — As these establishments in many instances
are receptacles for Horses either kept or hired by Highwaymen
as well as for Stolen & as the assessed Taxes upon Horses
Carriages & Dogs kept by persons who keep such Horses and Dogs at
Livery Stables without having any particular D of their
own are shamefully avoided to the great injury of the Revenue
by an Itinerant class of Individuals who live occasionally
in Coffee houses in London and at Bath Brighton & other
watering Places without any fixed residence Keeping their
Horses Servants Carriages & Dogs at Livery wherever they go
and entering them in no place. For these Reasons as a means
of preventing and detecting offences of a Criminal Nature
& of protecting the Revenue against frauds it would appear
reasonable and proper that Livery Stable keepers should
be put under certain regulations & be subjected to
occasional inspection with a view to prevent those
evils
