making Paper. — This Class are in an inferior
Station they are not only very numerous but very
fraudulent — It is a Traffic which is carried into
great extent and is full of resource. These inferior
dealers are generally supported by the higher
Classes in the same line. The profit is supposed
to run from 40 to 50 PCent but the Money is
turned very often. Those connections are of
the worst sort and they are said to extend
all over Great Britain; but in the Metropolis they
are very numerous: but not being opulent
and their numbers estimated at — — — 4500 }

the Medium of this Class a vast deal of mischief is done
and much depredation committed from the ready
Market that is found for every Article of Stolen Apparel —
It is of the greatest consequence that these
Dealers who are by far the most numerous
should be regulated so as to confine them as
far as possible to the Honest part of their Trade
The Profits in this Line are estimated from 50
to 100 Per Cent and before the War when
there was an extensive sale on the Continent
it was supposed that a 40/ Licence in London and 20/
in the Country could have been well afforded and
that the number of Dealers might be about 10500
but as this Trade has suffered a decline they are
here taken at — — — 8000}
And a Licence Duty in London of 30/ } 10,000
in the Country of 15/ }

has long been a reproach to the Police that these
wandering Jews have been permitted to carry on
a Trade without regulation from which at
present much infinite mischief arises in the
Corruption of the Morals of Servants by holding
out temptations to be dishonest and affording
