Brass which greatly impoverishes it and is therefore an
Article always in demand. The Copper is sold to Copper
Smiths Chiefly in London — The Pewter is generally sold
to Pewterers and Toymakers after being Melted and
defaced. The Lead is for the most part Sold to Plumbers
Pewterers and Toy Makers and it is to be
lamented that Men of some reputation purchase
these Melted Metals allured by the temptation of
buying Cheap and hence arises the necessity of extending
the regulation which are proposed to all who purchase
Old Metals, if not the object would be defeated of
this the fair Dealers will not complain as they will
Shield him from fraudulent and those
who have encouraged this Traffic can never be
deserving of any attention Contemplating such
an extension the Estimate for Town and Country is 3750 }
Licence in London 40/ } 5,000
in the country 20/

16 Manufacturers of Iron Brass Copper Pewter Lead and
other Metals purchasing such articles from Dealers
who are not Licenced to sell are proposed also to be
Licenced and put under regulations otherwise the
object in view would not be obtained, as those having
Stolen Metals fearing detection at the Shop of a
Licenced Dealer would go to an unlicenced manufacturer
who being under no restraint would
probably be induced to purchase.

To those Manufacturers who propose to act
these regulations will be of great advantage
and the benefits they will derive in the protection of
their property from the plunder of Servants, Journeymen
Labourers and Apprentices, will more than
Compensate for any inconvenience which may
arise from the proposed Licence and regulations.
but even if any Manufacturer feels this as a
Grievance he has only to confine his Dealings to
persons Licenced by law to Sell Old Metals and he
will be exempted from the Duty but it is supposed
that few Manufacturers of Metals who are
accustomed
