Having thus stated in detail the Functions of the proposed
Commissioners of Police Revenue as far as relates to their Province as a
Boar of Revenue it becomes necessary to explain the other Duties which will
attach to this institution and what will be incumbent on the Commissioners
to perform as Guardians of the Police in all cases where in the
management of this Revenue & due execution of the Laws become
necessary for the prevention of Crimes and the preservation & improvement of
of morals — with this view —
1st It will be the duty of the Commissioners to carry into execution strictly
and accurately all Legislative Regulations which may or hereafter
be made with respect to the various Branches of Revenue under
their management so that those mischiefs which have arisen from
the abuses which taken place may hereafter be prevented. —
2nd It will be the duty of the Commissioners to attend clearly to the
operation of the Laws which may be made as well as to those
already enacted so as to be able to suggest improvements from time
to time beneficial to the Revenue & the Police
3d It will be the Duty of two or more of the Commissioners to sit in
rotation for the purpose of adjusting and settling such disputes
between the Public and Hackney Coachmen as may not be
carried before Police Magistrates as many reasons occur why it
would still be a great Public convenience to continue the present
cocurrent Jurisdiction. — Also to be watchful in correcting the
abuses frauds, & felonies arising from Coachmen assisting and
uttering base Money.
4th It will be the Duty of the Commissioners to establish an accurate
System with respect to Hawkers & Pedlars that if possible those
mischiefs to the Public which arise from the Chief part of this
Class becoming the Medium through which Stolen and Smuggled
Goods are introduced into the Country and Counterfeit Money
circulated to a great extent.
5th It will be the Duty of the Commissioners to establish similar
regulations respecting Horse Dealers so as if possible to prevent
in future the extensive losses sustained by farmers & others
by Stealing of Horses to which it is expected a considerable
Check may be given by putting the Dealers under regulations
watching them narrowly and refusing Licences to depraved
and immoral Characters.
