6th It will be the duty of the Commissioners to establish such a System of Super
intendance with respect to Auctioneers and Auctions as will protect
the innocent part of the community from those frauds which are
practised at the auctions of Pawnbrokers Pledges, and also at the
Shops of Diurnal Auctioneers by refusing Licenses to the depraved
and immoral classes & carefully watching those who are under regulation.
7th It will be the duty of every the Commissioners to look carefully at
every particular relative to the Conduct of Pawnbrokers and not
only to be cautious with respect to the persons who apply for Licenses
but also to establish such a System as shall keep this Class within
the Rules prescribed by law that which the Poor are accommodated
they may be sheltered in as great a degree as possible (and through
a better and more respectable medium than a common informer) from
these frauds, which it is much to be feared it is too often practised upon
their ignorance thereby adding distress upon distress.
8th It will under this System be the duty of the Commissioners in a
particular degree to attend to the management of the Lottery to
understand it in all its... and ramifications and to discover
thereby the best means of rendering productive in a Greater degree
to Government (for that is thought practicable) without those horrid
mischiefs which arise from illegal insurances. To adapt the
best means of preventing such insurances. — To recommend from
year to year to the legislative such improvements in the System
as shall enrich the State through this medium by attracting the
notice of the Opulent in this & every Country in Europe. To manage
the drawing of the Lottery in the most frugal manner. Consistent
with accuracy and a regard to Public Confidence and to Conduct
and manage every part of the details of this particular Establishment.
9th It will be the particular duty of the Commissioners to Superintend (in
Conformity to the Rules which may be established by Law) in the Twelve
Classes of Dealers who are proposed to be Licensed as explained from
No 12 to No 19 and from which source a new Revenue is proposed
to be raised for police purposes by establishing proper Surveyors
and Inspectors so that these Dealers may be prevented from
following the fraudulent Part of their respective Trades and
from affording those facilities to the Commissioner of Crimes
which tend in so great a degree to the Corruption of Morals
among the lower Classes of People particularly in the
Metropolis.
