10th That in addition to a due minute and unremitting attention to the General detail
of regulations which may apply to the different Branches of Revenue
it will be the Duty of the Commissioners to call for regular returns
from the whole Jails of the Kingdom of all prisoners charged with
or convicted of criminal offences stating the nature of the offence and
the Punishment inflicted or ordered to be inflicted in cases of conviction
with the Place of Birth Age Height Visage and description of each
Prisoner and the Trade Business or occupation which he or she
professed to follow — To keep accurate registers of all such Prisoners
so as to ascertain on every reference the Situation at the time of
every Individual prisoner so Registered whether Executed Transported
for 7 or 14 years. In the Hulks a or Woolwich. Under
fine or Imprisonment. In a House of Correction. Dead during Confinement
or at large upon the Public and their pursuits when
out of Confinement and place of residence as far as it can be known
so as to form a general Register of the State of the Criminal turpitude
of the Country at all times in its nature calculated to
assist Public Justice in an eminent degree besides being productive
of infinite advantages in the prevention of Crimes. —

11th It will be the Duty of the Commissioners to manage and conduct
all matters relating to Convicts under Sentence of Transportation &
to devise means whereever it can be done to render the Labor of those
who are destined to remain at home as productive as possible
with power to make Selections of the most depraved and proselyted
Villains so as to prevent their being mixed with Country Convicts
and Young Thieves who are not associated with Gangs and
in a situation to be reformed and rendered usefull to Society
in which important Duty great assistance will be deserved
from the Register above mentioned. —

12th It will be the Duty of the Commissioners to make Contracts for Ships to Transport Convicts.
To purchase Clothing Provisions and necessaries for New South
Wales and to be responsible to Government for the frugal and accurate
management of this Branch of the Police of the Nation that by
being conducted by one establishment the least possible expence
expence may not only be incurred but regular accounts kept for
the information of the Executive Government and Parliament
of every Transaction relative to Convicts without having
recourse to different official establishments as at present.
