It will be the Duty of the Commissioners without interfering in any
respect whatsoever in the Specific and usual Duty of Magistrates to
Watch the progress of immorality, Vice and criminal turpitude in
all its ramifications and with this view to allot a department
in the Establishment for the purpose of receiving and paying
moderate reward for Information with respect to Treasonable
or Seditious designs against Government. Seditious and immoral
Books Robberies Burglaries Coining Selling and Uttering
Base Money Forgeries & other Criminal offences so as not only
to add energy to the proceedings of the Magistrates but to form
a Center point of Action and intelligence where a general
View of the existing Turpitude of the Country may at all times
be resorted to and from which incalculable advantages will
be derived. —
14th
It will be the duty and province of the Commissioners to
establish a correspondence with a Select number of the most
active and intelligent Magistrates in all the Cities and Towns
in every part of Great Britain for the purpose of communicating &
receiving intelligence relative to the criminal offences and of detecting
offenders of every description in all parts of the Country particularly
by those depraved Characters who generally leave the Metropolis in
the Spring after the drawing of the Lotteries with E.O. Tables
Counterfeit Money and Stolen and Smuggled Goods for the
purpose of cheating and defrauding the more ignorant Classes
of the Country People and who attend all the different fairs
for this particular purpose and also for the purpose of disposing
of Stolen Horses — A well conducted System of Vigilance applicable
to these Objects would soon put an End to depredations
of the Miscreants. —

It will be the duty of the Commissioners carefully to examine and
discuss the causes assign'd for the existence and increase of Crimes
of every denomination as well as all suggestion offered for their
prevention to investigate carefully the deficiencies and imperfections
of the Criminal Code and to Report from time to time to
the executive Government such improvements in the
Jurisprudence and in the System with respect to the detection
and Prosecution of Offenders, and in the disposal of Convicts
as shall appear best calculated to promote the ends of Justice
